Why FMCSA Compliance Matters

The Federal Motor Carrier Safety Administration (FMCSA) enforces strict cargo securement regulations under 49 CFR Part 393, Subpart I, specifically 49 CFR § 393.120, which governs the securement of metal coils. These rules apply to any metal coil shipment weighing 5,000 pounds (2,268 kg) or more, and they carry real consequences for non-compliance: roadside violations, out-of-service orders, fines, and increased CSA scores that can affect your operating authority.

Similarly, 49 CFR § 393.104 lays out standards for cargo securement devices and systems, while 49 CFR § 393.106 lays out general requirements for securing cargo loads.

These FMCSA rules exist because improperly secured loads are a leading cause of commercial vehicle accidents. When coils shift, tip, or roll off a flatbed, the results can be catastrophic for the driver, other motorists, and the cargo itself.

DOT / FMCSA Requirements for Steel and Aluminum Coil Transport

  • Tiedowns must be arranged to prevent the coil from tipping or shifting in the forward, rearward, and lateral directions
  • Coils transported with the eye crosswise or lengthwise must use a means (such as timbers, chocks, wedges, or a cradle) to prevent rolling, and that means must support the coil off the deck
  • Tiedowns must be positioned as close as practicable to the eye of the coil and arranged to prevent them from slipping or becoming unintentionally unfastened during transit
  • Edge protection is mandatory at any contact point where a tiedown runs over a sharp or abrasive surface that could damage or weaken the chain or strap
